A consultation on proposals for the development of the Titan prison programme recommended by Lord Carter in his review of prisons, and the wider strategy for the prison estate. The consultation paper asked questions relating to the design and operation of these prisons.

Responses
There were 74 responses to the consultation. We listened carefully to these responses, and conducted further economic analysis and research. The response document sets out the policy decisions we have reached as a result of this consultation and associated work.
We will work with stakeholders over the coming months to ensure that the design and operation of these prisons, and those in the wider estate, are developed to deliver both punishment and reform effectively, decently, safely and efficiently.
