24 June 2014- Notification of award of 2015 Own Client Crime Contracts

From 24 June, the LAA will begin notifying Applicant Organisations of whether we intend to award them a 2015 Own Client Crime Contract through the eTendering system. All contract awards will be subject to verification.

Organisations successful at this stage will be eligible to tender for 2015 Duty Provider Crime Contracts. We anticipate that the next stage of the procurement process for Duty Provider Crime Contracts will open in late July 2014.

Crime

23 May 2014- Criminal Legal Aid Procurement Process Closes
The procurement process for 2015 Own Client Crime Contracts closed at 12 noon on Friday 23 May 2014.

All completed responses will now be assessed and we intend to notify applicants of the outcome of our assessment at the end of June. Invitations to tender for 2015 Duty Provider Crime Contracts are planned to follow in July.

2 May 2014 – Frequently Asked Questions document published

In order to promptly answer a number of queries relating to the Own Client procurement process, the LAA has decided to publish an early Frequently Asked Questions (FAQ) that applies to the Procurement of Criminal Legal Aid Services in England and Wales from July 2015.

25 April 2014 - Criminal Legal Aid procurement process opens and additional information on Duty Provider Contracts published

The procurement process for Criminal Legal Aid Services to commence on 1 July 2015 opened today (25 April 2014) and will close at 12 noon on 23 May 2014. 

The LAA has also published a document providing additional information for organisations considering applying for and working under the 2015 Duty Provider Crime Contracts.

10 April 2014 – Criminal Legal Aid procurement process to open on Friday 25 April 2014 

We have today published an advert confirming that on Friday 25 April 2014, we will be opening a procurement process for Criminal Legal Aid Services to commence on 1 July 2015. The procurement process will close at 12 noon on 23 May 2014.

This procurement process will procure the 2015 Own Client Crime Contract and will also form the first stage of tenders for Applicant Organisations wishing to apply for 2015 Duty Provider Crime Contracts. Only organisations who are awarded a 2015 Own Client Contract will be eligible to tender for or deliver work under a 2015 Duty Provider Contract.

To carry out publicly funded criminal legal advice and representation from 1 July 2015, organisations will need to have successfully tendered for and been awarded a new Own Client Crime Contract.

Community Care and Mental Health 

12 May 2014 – Notification of the outcome of the tender process for Contracts to deliver face-to-face Community Care and Mental Health Services in England and Wales from 1 August 2014 

This week (week beginning 12 May 2014) we will start to notify Applicant Organisations of the outcome of the tender process for Contracts to deliver face-to-face Community Care and Mental Health Services in England and Wales from 1 August 2014.

25 February 2014 – Tender for Community Care and Mental Health Services opened today

The Tender process to deliver Community Care and Mental Health Services from 1 August 2014 opened today (25 February 2014) and will close at 12 noon on 25 March 2014.

21 February 2014 - Mental Health and Community Care tender process to open early next week

In our news story of 30 January we confirmed that it was our intention that the tender to deliver Community Care and Mental Health Services would open on 20 February. 

To ensure we have considered all of the issues raised as part of the contract consultation process the tender will now open early next week.

30 January – Further information on forthcoming Mental Health and Community Care tender process

In advance of the Mental Health and Community Care tender round opening, we have undertaken to provide further information about the process. This includes details of revised Procurement Areas and our approach to matter start allocation. 

We have also published the advert for the forthcoming tender rounds for Mental Health and Community Care, which confirms timings of the tender process.

Housing Possession Court Duty Schemes 

5 March 2014 – Outcome of Barnstaple, Torquay & Newton Abbott and Lambeth HPCDS Tender process published

We have published details of the outcome of the tender process for Barnstaple, Torquay & Newton Abbott and Lambeth HPCDS Contracts from 1 March and April 2014 respectively which can be found on the Housing Possession Court Duty Scheme page. 

30 January 2014 – East Riding of Yorkshire F2F Housing and Debt Services Expressions of Interest opens today

We have today published an Expression of Interest (EoI) to deliver Housing and Debt Services in East Riding of Yorkshire.

27 January 2014 – No FAQ for Barnstaple, Torquay & Newton Abbott and Lambeth HPCDS Services ITTs to be published

Welfare Benefits 

3 February 2014 – Outcome of Tender process published

We have published details of the outcome of the tender process for Welfare Benefits Contracts from 1 February 2014 which can be found on the 'Welfare Benefits contracts from February 14' page. 

8 January 2014 – No FAQ on Welfare Benefits Services ITTs (February 2014)

We will not publish a Frequently Asked Questions (FAQ) document on the ITTs for Welfare Benefits from February 2014, as we did not receive any questions by the deadline.

5 December 2013 - Welfare Benefits in the North and the South West & Wales procurement areas

We announced on 1 November that while new contracts for Welfare Benefits had been secured in London & the South East and the Midlands & East we had been unable to place contracts in the North and South West & Wales procurement areas. 

LAA has decided to run a restricted registration process to award interim Welfare Benefits contracts in the North and South West & Wales procurement areas. The tender process will open in mid December and close in mid January, and contracts will initially be awarded for a year from 1 February 2014.

1 November 2013 - Welfare Benefits update

Services under new contracts for Welfare Benefits Services will commence on 1 November in the procurement areas of London & the South East and the Midlands & East where the Law Centres Federation has been successful in tendering for this work. 

The LAA has not been able to place Welfare Benefits Services in the North and the South West & Wales through the tender process so will be extending existing arrangements with CLA providers for a further 3 months to ensure provision in these areas whilst a longer term solution can be put in place. The LAA is currently considering the longer term approach and will make an announcement on this shortly.   

2 September 2013 – Welfare Benefits timetable update

Contracts for Welfare Benefits services from October 2013 are due to commence on 1 September. However, owing to a delay with the assessment process, we will not be in a position to award contracts on this date.

As this delay impacts on the mobilisation time available to tender applicants, we intend to delay the Service Commencement Date until 1 November 2013. To ensure ongoing service provision for clients, our intention is to extend the interim arrangement for one month.

31 May 2013 – ITTs for Welfare Benefits contracts from 1 October 2013 open today

Today LAA has invited shortlisted Applicant Organisations to tender for Welfare Benefits Services from October 2013. The deadline for submitting responses to the ITTs is 12 noon on 28 June 2013.

Immigration removal Centres 

20 January 2014 - Immigration Removal Centres – slots at Morton Hall, Dover and The Verne 

Following a successful Expressions of Interest exercise among existing IRC contract holders, we have arranged for vacated slots at both Morton Hall and Dover IRCs to be covered. In addition, we have arranged provision of the onsite surgery scheme by IRC contract holders within the new centre, The Verne, due to be opened in February 2014 .  

We have previously confirmed that our intention is to extend current Immigration Removal Centre (IRC) contract schedules until 31 October 2015, with a tender for services to take place in late 2014.

4 February 2013 - Registration process for mediation providers opening additional outreach has now closed

The registration process for Mediation Providers wishing to open new Outreach locations under the terms of their current 2010 Standard Civil Contract closed on 1 February 2013. Documentation related to this is no longer available to download from the top of this page.  Any  Mediation Provider now wishing to open a new Outreach location should submit their request to their designated Contract Manager.  Requests will be considered based on whether they believe there to be need for additional services in that area.

10 October 2012 - Registration process opens today for existing Mediation Providers wishing to open new Outreach locations
A registration process opened today (10 October) for Mediation Providers wishing to open new Outreach locations under the terms of their current 2010 Standard Civil Contract. The Invitation To Tender (ITT) to delver Mediation Services from 1 December 2012 opens today (10 October) and will close at 12 noon on 7 November 2012.

29 November – Headline intentions for tenders for the remaining categories operating under the 2010 Standard Civil Contract

We have published a headline intentions document setting out our plans for the tenders to replace the 2010 Standard Civil Contracts for the categories where this is still in force.

The civil categories still governed by the 2010 Standard Civil Contracts are:

  • Actions Against the Police etc
  • Clinical Negligence
  • Community Care
  • Family Mediation
  • Mental Health
  • Public Law

In addition, the following areas of work covered by Exclusive Schedules will be re-tendered:

Publication notices 

11 October 2012 – Publication of document illustrating the effect of scope changes on Legal Help

We have today published a document ‘Illustrative examples of the effects of legal aid scope changes on Legal Help’ which outlines how current Legal Help case volumes may be impacted by scope changes following implementation of the Legal Aid, Sentencing and Punishment of Offenders (LASPO) Act 2012. It provides some illustrative examples for potential providers from 2013 to assist in assessing the likely impact of the changes against existing services. This document is available at the top of the page.

Organisations tendering for face to face legal aid contracts from April 2012 are advised to consider this document in determining the volume of Matter Starts they bid for.
