The Ministry of Justice has appointed Kevin Sadler as Chief Executive of the Tribunals Service

The Tribunals Service, an executive agency, was created in April 2006, and brought common sponsorship and administration to 22 tribunals formerly managed by six separate government departments. The creation of this new agency was the first major step in radically reforming the tribunals system. The Tribunals Service now consists of 30 jurisdictions, most of which are being brought together into a simplified two tier tribunals system - consisting of a First Tier and Upper Tribunal.

Kevin Sadler took up the post on 5 January 2009.

Mr Sadler was Change Director at the Department for Constitutional Affairs and then Ministry of Justice in 2006-2008 and then became Ministry of Justice's Strategic Planning and Performance Director before taking up this new post. He led programme teams, which created Her Majesty's Courts Service and the Tribunals Service and restructured the Department for Constitutional Affairs HQ. He also ran the project to create the new Ministry of Justice.

The Right Honourable Jack Straw MP, Lord Chancellor and Secretary of State for Justice, said:

Kevin's impressive list of achievements, including leading the programme team that created the Tribunals Service, means he brings a wealth of knowledge and expertise with him. I would like to welcome him to the new post and look forward to working with him.'

On taking up his appointment Kevin Sadler said:

We will continue pressing ahead with our challenging agenda of reform and I look forward to working with colleagues and stakeholders in fulfilling our main objective, which is to deliver an excellent standard of service to customers.'

1. The Ministry of Justice was formed on 9 May 2007, and includes the National Offender Management Service from the Home Office, and the Department for Constitutional Affairs.

2. Kevin Sadler spent his early career in operational and policy posts in the Department of Social Security together with a spell in Cabinet Office. After setting up the Pensions Service in the Department for Work and Pensions he moved to the Department for Constitutional Affairs to create Her Majesty's Courts Service - merging 43 organisations into one. He created the Tribunals Service is 2006 and restructured DCA HQ. As DCA change director he oversaw change across DCA. He ran the project to create the Ministry of Justice.

3. The Tribunals Service is an executive agency of the Ministry of Justice, formed in April 2006 to provide independent administrative support to central government tribunals and organisations. The Tribunals Service now supports 30 tribunal jurisdictions.

4. The purpose of the Tribunals Service is to:

  • provide a responsive and efficient tribunals administration
  • contribute to the improvement of the quality of decision-making across government
  • reform the tribunals justice system for the benefit of its customers and the wider public
  • promote and protect the independence of the judiciary.
