Procurement framework
The Ministry of Justice and NOMS plan to establish a framework agreement with potential providers, both partners and investors, who are interested in delivering payment by results projects.
The framework will be used initially to identify organisations for pilot projects:
- To partner with the public sector for two community (probation) payment by results pilots (see community pilots).
- One pilot for offenders in, or recently released from, a public sector prison.
- To take the opportunity to partner with public sector prisons - including through the wider prison competition process (see prison pilots).
The framework may also be used by the NOMS directorate of public sector prisons, to offer opportunities for partnership with public sector prisons through the wider prisons competitions process.
On 13 September 2011 we issued an OJEU (Official Journal of the European Union) notice for the framework and bids for the award of framework status were invited. The deadline has now closed and the bids received are being evaluated.
Thank you to all of those who have taken the time to submit a bid, the level of response has been very encouraging, and we are pleased to see that a variety of potential providers have applied.
We expect to award framework status to successful bidders in early January 2012.
Innovation pilots
The framework will not be used to select providers of innovation pilots. We will be coming to the market shortly with an opportunity to present your proposals through a separate procurement exercise (see innovation pilots).
