The government's response to the recommendations of the independent review of the use of restraint in juvenile secure settings.


The government commissioned an independent review of the use of restraint across young offender institutions, secure training centres and secure children's homes in July 2007 and appointed the chairs, Peter Smallridge and Andrew Williamson, in October 2007.

The independent review made 58 recommendations to ministers in June 2008. The government's response makes a commitment to implement almost all of the recommendations. The response also sets out how the government will build on improvements that have already been made to bring about a safer and more transparent and accountable system of restraint for young people.
