The white paper 'Party finance and expenditure in the United Kingdom' proposes measures to:

  • tighten controls on spending by parties and candidates
  • substantially strengthen the powers of the Electoral Commission
  • increase the transparency of donations.

The white paper also sets out the government's broad support for the long-term, fundamental reform of party finance and expenditure based on the framework put forward in Sir Hayden Phillips' independent review of party funding in 2007.

In this context, it considers the further proposals in Sir Hayden Phillips' report for caps on donations to political parties in return for increased state funding, as well as continuous, all-encompassing spending limits to further curtail the spending 'arms race'.
