QinetiQ and the University of Leicester are working together as the independent assessor of the reconviction impact of the HMP Peterborough Social Impact Bond (SIB).

This research describes the methodology that has been developed by the independent assessor to identify the Comparison Group that will be used when the outcome payment for the Peterborough SIB is calculated.
