The report fulfils the government's commitment in the Governance of Britain Green Paper to conduct a review of the prerogative powers and to consider whether, in the longer term, the remaining powers should be put on a statutory basis.

The government's conclusions and intentions are summarised in this report. Although not intended as a formal consultation paper, comments are welcome both on the contents of the report and on the scope for further reform in this complex area.
